Approved identity scope
An approved organization can review the consenting person's protected Human Reliability record under that person's legal identity only when the identity scope is granted for that exact use case.
Without that scope, the protected record stays disconnected from legal-name-backed matching even if the organization already has another approved key.
What consent does not do
Consent does not inflate the score, manufacture points, or create synthetic history. The score still comes only from verified commitment history and the live HRS trend attached to that record.
What consent does is make the earned record portable to that approved organization when the user wants it considered for a real opportunity or review.
